The subject matter of the performance of the public contract includes the supply of the research and teaching equipment.
A brief description of the device:
New and unused acoustic dispenser. Dispenser using acoustic energy to transfer liquid from a source plate to the destination plate. The tipless transfer technology allows accurate, precise movement of quantities in nanoliter-scale (>2,5 nl), enabling assay miniaturization without cross-contamination or liquid sticking to pipette tips. Dispensing to many plate formats, including 96-, 384-, and 1536-well format plate is possible within very short time.

The condition for filing an application with the Office for the Protection of Competition (OPC) consists in submitting objections to the Contracting Authority, which must be served within 15 days once the complainant has learnt about the alleged breach of the law by the Contracting Authority, yet no later than until the conclusion of the contract or the moment when the tender is deemed completed upon selecting a tender bid.
Any objections to acts notified in documents which the Contracting Authority is obliged to publish or send to the complainant in accordance with the law shall be served onto the Contracting Authority within 15 days upon their publication or services onto the complainant.
If the tender procedure contains a limitation period for submitting an application to participate, any objections to conditions relating to the contractor’s qualification shall be served onto the Contracting Authority by the end of this limitation period.
If the tender procedure contains a limitation period for submitting bids, any objections to the tender documentation shall be served onto the Contracting Authority by the end of this limitation period, in the event of the published negotiated procedure, any objections to the tender documentation shall be served onto the Contracting Authority by the end of the limitation period for submitting preliminary bids.
Any objections to voluntary notification of the intention to conclude a contract under Section 212 (2) of the Act shall be served onto the Contracting Authority within 30 days of the publication of this notice.
The Contracting Authority shall handle the objections within 15 days. The application shall be served onto the OPC and the Contracting Authority within 10 days upon the day on which the complainant received the decision by which the Contracting Authority rejected the objections or within 25 days upon dispatching the objections, unless the Contracting Authority has decided on the objections.
After awarding a public contract or concluding a Framework Agreement, it is possible to submit only an application seeking to impose the prohibition on the performance of the contract, even without submitting prior objections. The application seeking to impose the prohibition on the performance of the contract shall be served by the applicant onto the OPC and the Contracting Authority (as a copy) within one month upon the day when the Contracting Authority published the notice of concluding the contract in accordance with Section 212 (2) of the Act, specifying the reason for awarding the public contract without publishing the notice of opening a tender procedure, a preliminary notice or an invitation to submit tender bids in a simplified sub-threshold procedure, yet no later than within 6 months upon concluding this contract. The application seeking to impose the prohibition on the performance of the contract under Section 254 (1) (d) of the Act shall be served by the applicant onto the OPC and the Contracting Authority (as a copy) within one month upon the day when the Contracting Authority published the notice of concluding the contract on the basis of the Framework Agreement under Section 137 of the Act or the notice of concluding the contract within the dynamic purchase system under Section 142 of the Act, yet no later than within 6 months upon concluding this contract.
Within the time limit for submitting the application, the applicant shall pay the deposit onto the OPC account in the amount of 1 % of the bid price of the applicant for the whole term of the public contract performance or for the period of the first four years of the performance in the case of indefinite-term contracts, yet at least in the amount of 50 000 CZK and not exceeding 10 000 000 CZK. In the event that the applicant cannot determine the total bid price, he shall pay a deposit of 100 000 CZK.
